The Somerset County Health Department (SCHD) is announcing a request for proposals (RFP) from community organizations interested in funding to develop programs that reduce the initiation of cannabis products (including all intoxicating hemp, such as Delta 8 and Delta 10 products) among youth, educate on safe-storage, cannabis-free home norms and/or other outdoor restrictions.
The goals of the Cannabis Prevention program include:
● Reducing youth access and underage use;
● Implementing mass media campaigns;
● Establishing smoke and vape-free environments;
● Regulating marketing and advertising, and establishing product safety standards
● Licensing rules and regulations for retailers.
Funding for cannabis control programming and events may support personnel costs, educational supplies, curriculum materials, training, program participant incentives, and more.

tobacco retailer education (proposal deadline: october 1, 2025, 4:00pm)
The Somerset County Health Department (SCHD) is announcing a request for proposals (RFP) from non-governmental organizations interested in funding to work with tobacco retailers in Somerset County, on the education and implementation of current laws and best practices surrounding the sale of tobacco in our community.
Funding supports efforts to:
● Ensure each licensed retailer in Somerset County receives a minimum of two educational visits from the date of award to June 30, 2026.
● Assist SCHD in educating tobacco retailers on the best practices and laws surrounding the sale of tobacco.
● Reduce underage access to tobacco by ensuring licensed tobacco retailers maintain a Retailer Violation Rate of no more than 20%.

Sexual Risk Avoidance Education (True You MD) (proposal deadline: october 1, 2025, 4:00pm)
The Somerset County Health Department (SCHD) is announcing a request for proposals (RFP) from community and/or school based organizations interested in funding to implement the Promoting Health Among Teens-Comprehensive (PHAT-C) or Positive Prevention Plus (3Ps) curriculums to help reduce pregnancy and sexually transmitted infections among youth in Somerset County.
Funding supports efforts to reduce adolescent birth rates and sexually transmitted infections among youth ages 13-19 residing in Somerset County.
● Through the PHAT-C or 3P curriculums, students learn about sexually transmitted diseases (STDs) and pregnancy prevention.
● Funding may support personnel costs, educational supplies, curriculum materials, training, program participant incentives (not to exceed $25 per incentive), and more.

The Somerset County Health Department (SCHD) is currently soliciting proposals from highly qualified candidates for the role of Grant Evaluator. This position is critical for an external evaluator who possesses a comprehensive skillset, extensive expertise, proven experience, and the necessary resources to conduct thorough data collection and surveillance.
The primary objective is to assess the effectiveness of various strategies that have been implemented within our local communities. Funding for this significant program is generously provided by the Behavioral Health Authority (BHA), a key division of the Maryland Department of Health (MDH).

The Somerset County Health Department (SCHD) is issuing a Request for Proposal (RFP) for a consultant to collaborate with our teams on a website redesign.
The objective is for the consultant to collaborate with individual teams to develop content and design a user-friendly and engaging website.
This website must be developed within SharePoint to comply with Maryland.gov guidelines. SCHD staff intend to independently maintain this website upon its completion.
